Miller Scott Holbrook & Jackson, through its affiliate Ocean State Capitol Consulting, LLC, provides a full range of governmental relations and lobbying services for clients seeking advocacy on important policy issues before state governmental decision makers. Our firm has a wealth of experience and a deep understanding of the state legislative and policy making process in Rhode Island, allowing us to effectively lobby the Rhode Island General Assembly, Executive Branch Constitutional Officers, and all state departments and regulatory agencies.
Our government relations and lobbying services are led by J. Russell Jackson. Prior to founding Ocean State Capitol Consulting, LLC in 2014, Russ spent eight years in the Rhode Island General Assembly as the Representative for House District 73. Five of those years were spent on the powerful House Finance Committee, which is responsible for crafting the state budget. His time on House Finance included holding the leadership position of Committee Vice Chairman. As a result of his service, Russ developed close working relationships with the Governor’s office and administration, various department heads, legislative leaders, senators, representatives, and staff, which he has continued to cultivate after leaving office.
Although access to decision makers is indispensable, providing effective advocacy for clients requires much more than making a call or getting a meeting. Successful representation requires a fundamental understanding of the client’s goals and objectives; a clear and strategic plan to advance those goals and objectives; a mastery of the relevant policy issues; an appreciation of stakeholder positions; the timely tracking of new bill filings, the posting of committee hearings, and the scheduling of floor votes. Ultimately the implementation of an action plan to advance the interests of our clients may also include briefing issues for legislators, presenting written and live testimony for legislative hearings, drafting proposed legislation, drafting bill amendments, and continuing communications necessary to remain engaged as an integral component of the legislative policy process.
